To cope with the development of large-scale distributed clean energy and improve the power supply security of the power grid, it is generally believed that there are two technological routes to choose from:
One is to increase investment in main network equipment and adopt large-scale coordinated control technology;
The second is to develop small and micro energy systems, achieving on-site energy balance through small-scale source grid load management, that is, to develop microgrid technology that conforms to the structural reform of the energy supply side.
Compared to the previous solution, microgrid technology can delay or reduce investment in the higher-level power grid, and has flexibility and value in the event of main grid failures.
Undoubtedly, in the context of the development of large-scale distributed clean energy, microgrids, as effective management solutions for distributed power sources, have become an important development direction for modern power grids. At the same time, we must note that the consumption of distributed power sources is not only a technical issue in electricity, but also a mechanism issue in the electricity market. The new round of electricity reform has been going on for over two years. Looking back at the relevant documents and rules of Document No. 9, each one is targeted, but there are few documents that involve issues related to the microgrid market mechanism.
Although microgrids can solve the grid connection needs of large-scale distributed power sources from a technical perspective, combining effective market mechanisms will further improve the utilization efficiency of distributed renewable energy within microgrids; At the same time, China is vigorously promoting the construction of terminal integrated multi energy complementary systems, and microgrids are one of the solutions for optimizing the integration of multi energy complementary systems.
The author believes that the specific significance of the "Trial Measures" is as follows:
(1) Unifying the development concept of microgrids is conducive to promoting the commercial development of microgrids.
For a long time, there have been debates about the definition of microgrids, and there are differences in understanding of system capacity and functional structure at different levels. In addition, there has always been controversy over who is the investor in microgrids and what are their profit models.
The Trial Measures provide a detailed explanation of the connotation and extension of microgrids. Compared with previous microgrid documents, they have practical operability and not only unify the development concept of microgrids at the current stage, but also facilitate the exploration of a development path suitable for China's national conditions.
(2) Standardizing the microgrid security mechanism is conducive to improving the utilization rate of distributed renewable energy within the microgrid.
For a long time, due to issues with grid connection technology and market mechanisms, distributed power sources have mainly adopted a spontaneous self use mode, with surplus electricity connected to or not connected to the grid. Microgrid technology can regulate distributed power generation resources within a certain range. The Trial Measures ensure the unified management and scheduling of distributed power resources by microgrids from a mechanism perspective, which is of great significance for improving the utilization rate of distributed renewable energy within microgrids.
(3) Innovated the microgrid market mechanism, which is conducive to the healthy development of terminal integrated multi energy complementary systems.
China is vigorously promoting the construction of multi energy complementary systems, and terminal integrated multi energy complementary systems are conducive to promoting on-site clean energy production and consumption, and improving overall energy efficiency. Undoubtedly, microgrid integration is an effective solution for energy interconnectivity.
However, besides the complementary characteristics of energy technology itself, market mechanisms are the key to effectively achieving multi energy complementarity. The Trial Measures have innovatively stipulated the operation mode, transaction mode, profit mode, etc. of microgrids, which will be conducive to the healthy development of terminal integrated multi energy complementary systems based on microgrids.
(4) The affirmation of the main role of microgrids in the auxiliary service market is conducive to the adoption of regulation measures by the large power grid to ensure the safe operation of the power grid.
One of the starting points of microgrid technology is to solve the security issues of large-scale distributed power grid integration. Through the unified scheduling and management of microgrids, not only can the impact of distributed renewable energy grid integration be reduced, but also effective active and reactive power support can be provided for the large power grid.
The Trial Measures clearly encourage microgrids to participate in auxiliary service transactions as independent auxiliary service providers, which enriches the regulation methods of the power grid and is conducive to improving the safe operation of the power grid in the context of large-scale distributed renewable energy grid integration.
In summary, this document is of great significance for promoting the miniaturization and clean development of energy. As stated at the beginning of the document, its introduction is aimed at promoting the structural reform of the energy supply side, promoting and regulating the healthy development of microgrids, guiding the on-site consumption of distributed power sources and renewable energy, establishing a diversified integration, supply-demand interaction, and configuration of energy production and consumption models, and promoting the construction of a clean and low-carbon modern energy system. There is reason to believe that with the release of this document, the commercial development of grid connected microgrids will usher in spring.
